HeinOnline provides access to legal sources including law journals, US government documents, court cases and opinions, and presidential documents. This is a good starting point for locating any legal documents relating to the AIDS crisis or AIDS-related deaths.
ProQuest Congressional
Proquest Congressional contains legislative histories. congressional hearings, House & Senate committee documents & reports, CRS reports and other government documents. If you are looking for any discussions within Congress on the federal response to AIDS this is a good starting point.

American Presidency Project
The American Presidency Project is a collection of presidential documents including speeches, memoranda, written statements, letters, etc. Can search by president to locate only documents relating to that presidency. Interested in seeing how a president has responded to AIDS research, health care, and more this is a good starting point.
