Sometimes you have a really weird document:

  • A recently declassified secret memo
  • A 3rd draft of an amended bill that never made it to the floor for discussion
  • Records from the Soviet political police on microfilm.

For the most part, the full Chicago Manual of Style covers most of your citation needs. 
Need to cite Churchill's ghost? Chicago has you covered:

But sometimes, even the guides for Chicago, MLA, APA, APSA, etc will throw up their hands and yell "I don't know, consult the Blue Book."
